A month ago, Vijay had asked the Minister of Education to come up with a detailed plan and framework to allow for private universities to be formed in the Bharatiya Empire, and now, he held in his hand the plan for university privatization prepared by Raghavendra Bhatt.

Vijay also considered privatizing colleges and schools, but such a policy would impact the entire youth of the empire and affect the education system as a whole. Any misstep in the privatization process could lead to devastating consequences. Therefore, Vijay made a deliberate decision to proceed cautiously and take one step at a time. Universities are considered a luxury, with only about 10% of teenagers in the empire attending them. This made them a logical starting point—if any issues arose, the affected population would be relatively small. Furthermore, the potential societal benefits of successful privatization were significant enough to justify beginning the process with universities.

Vijay nodded his head repeatedly as he read the plan, it was exactly what he wanted. In the end, he smiled and rang the bell, which alerted Ganesh to come to the office.

"Pass this bill to the parliament," he said as he handed over the privatization plan that he had signed. "And contact Baskaracharya, and ask him to meet me."

Ganesh took the bill with both hands carefully and readily nodded in compliance. "I will do it right away, Your Majesty," he said.

Soon, a bill was put forward in front of the parliament about the privatization of universities.

Bhaskaracharya looked at the data in his hands with amazement. He had just discovered a new product introduced to the market that was performing exceptionally well in the medical, chemical manufacturing, and research sectors. He was about to ring the bell to call his assistant and instruct them to focus their research on this product—hoping to acquire the patent rights if possible—but suddenly

"Your Excellency, you have received a summons from His Majesty." His decoder informed

Bhaskaracharya immediately set aside his work and set off for the royal palace.

"Your Majesty, I am at your service," Bhaskaracharya said with a small bow and a namaskara.

Vijay gestured for him to sit down and pushed forward the plan prepared by Raghavendra Bhatt.

Baskaracharya curiously took over the document and skimmed through its contents. He raised his head with a little surprise. "Your Majesty, this..." He sort of understood the intention of His Majesty when he briefly read the plan, It's just that he was a little taken aback knowing that his majesty wanted to establish another educational organisation.

Vijay smiled and looked at Bhaskaracharya. "Yes, I want to establish a university." He got up and took out a document from the drawer. "I had this plan since the necessity for university privatization came up." Vijay placed the document in front of Bhaskaracharya. "Here, take a look. I have written down the working model of the university in my mind."

Bhaskaracharya quickly perused the document, and his heart skipped a beat. "Your Majesty, this... this is too luxurious. It is a loss-making model," he said as he sweated profusely. What the hell is a campus of 1,000 acres? And what the hell is each floor of the dormitory being equipped with its own laboratory for students to experiment in their free time? The cutting-edge equipment in the research institute, and employing the best scientific minds in the empire as teachers? What is this, building a village to support the university? Is this something that humans could do? Bhaskaracharya wanted to open His Majesty's head and see what was inside—why did he come up with such an unreliable idea? His face turned red like a tomato ready to burst out, but in the end, he stopped himself from doing anything rash.

Vijay did not mind the reaction of Bhaskaracharya. "Hey, Bhaskar, the university is going to be a tier-prime university, the best of the best. So how could it not be the best in the treatment of students and teachers?"

"That I can understand, Your Majesty, but in the model you proposed, every student, not to mention not bringing any profit, will be a loss to the university."

"If we can charge a premium for these students, then I have no objection, or else it's a huge loss," he said as he shrugged.

"No!" Vijay immediately shook his head. "I want Raya University to be the university for the brightest minds of the Bharatiya Empire, and I do not want to exclude the poor people of society from this collective. If I do as you say, then Raya University will turn into some sort of privileged aristocratic school like in Western countries. I will never let that happen," Vijay declared, very firm in his words.

Bhaskaracharya felt his heart drop. He had a bad feeling about this and wanted to convince His Majesty once more, but he was cut off by a gesture from Vijay.

"No need to convince me. I have decided. The criteria to enter the university will not be reduced, and the fee to enter will not be increased. It will be as I have mentioned—no changes will take place," Vijay said, his words definitive.

Bhaskaracharya kept his mouth open, unable to utter a word. In the end, he could only let out a turbulent breath and slumped back to his chair in defeat.

Seeing the depressed expression of his general manager, Vijay felt that he had been too rigid just now, so he explained in a calmer tone, "Baskar, have you heard the saying, 'If something is free, then you are the product'?"

Bhaskar was immediately intrigued and shook his head.

Vijay explained, "It's the philosophy by which Raya University will run. Although we are making a loss if we only consider the income from tuition fees provided by the students, it is not a loss if you consider the overall income of the university."

As more research results were found by the researchers, more monetary value was generated, which in turn funded the operations of the research institute for bigger and better research topics.

He stroked his chin. Although he still felt the model was too risky, he was willing to listen to His Majesty. 'If there is no profit even after five years, then I will convince His Majesty to change the model,' he thought, determined.

Vijay was happy that he was finally able to convince Bhaskaracharya. "Very well, employ a construction firm to start the construction of the university right away."

Vijay felt relieved. "The road construction will be sponsored by the royal family. Let the construction firm building the university also construct the road."

What Bhaskaracharya feared had happened. Following His Majesty's orders, the royal treasury would reach an all-time low of only a few hundred million Varaha.
